Managing Director
William T. Healey is Managing Director of Glover Group LLC, Reno, Nevada. He is formerly the Managing Director and Pharmaceutical Practice Leader of Citigate Global Intelligence & Security (CGIS), based in Reston, Virginia. In that capacity, Mr. Healey was responsible for managing the Business Investigations Practice in the Mid-Atlantic Region and for business development in the Washington, D.C. area. Prior to joining CGIS, Mr. Healey was President and Founder of WTH Associates, a consulting firm which provided expertise to clients in the areas of corporate security, risk management, law enforcement training and investigations.
Mr. Healey was a career federal law enforcement officer with the United States Department of Justice, Drug Enforcement Administration (DEA) for 29 years, where he conducted and managed complex, multi-jurisdictional investigations, both domestically and internationally. During his career, Mr. Healey served as the Senior Advisor to the Director of the Office of National Drug Control Policy (ONDCP), Executive Office of the President, and advised the Director of ONDCP on matters pertaining to the national drug control strategy. He previously served as Chief of the Chemical Operations Section in DEA Headquarters, where he was responsible for domestic and international programs related to precursor chemical control issues. Prior to that assignment, Mr. Healey was Assistant Special Agent in Charge of the Latin American Section of the Special Operations Division with responsibility for coordination of domestic wiretap investigations, including knowledge of state-of-the-art telecommunications technology and liaison with intelligence community for the management and coordination of special assets. Previously he was assigned as Country Attaché to Bonn, Germany, where he advised the Ambassador on all drug-related issues. He had jurisdictional responsibility for all international drug investigations in Germany and Poland. Prior to this overseas assignment, he was Chief of the Academic Operations Unit at the FBI Academy in Quantico, Virginia, where he was responsible for all entry-level training for DEA, including Special Agents, Diversion Investigators, and Intelligence Analysts. He previously served as Senior Course Developer/Instructor at the Federal Law Enforcement Center in Glynco, Georgia, where he developed lesson plans and provided instruction to entry-level federal investigators, state and local police officers, and foreign police officers.
Mr. Healey is the author of “A Brief History of Chemical Regulations for Drug Precursors”, published in Chemical Distributor, a publication of the National Association of Chemical Distributors. He has also lectured extensively on the subjects relating to: complex criminal investigations from case initiation to testimony in court; public record databases as an investigative tool; covert identities and the internet/vulnerabilities and organized criminal groups (methodology, ethnic differences, patterns, etc.).
Mr. Healey is a member of the International Association of Chiefs of Police, Federal Law Enforcement Officers Association, Montclair Lions Club and the National Drug Enforcement Officers Association. He is a graduate of Seton Hall University and a faculty member at the Department of Justice Training Center at Quantico, VA.
